:A populace that is happy will have low unrest and greater productivity. Experiment with the system settings, but remember, the citizenry does not react well to large, abrupt changes. Should the unrest in a particular system reach or exceed 100%, a rebellion will take place. To end a rebellion, you must be patient and strive to address the grievances of your people.

:Ships are built by placing a selected design into the Ship Queue located on the Military panel on the System screen. Each ship type requires a set amount of credits and materials to build. Once constructed, ships incur a credit upkeep cost each turn. The ship symbol, a light green triangular shape, will appear on the Map screen adjacent to the system(s) where the ship(s) is located.

:Initially, you possess little information about the unsettled systems in your fief beyond their name and location. To gather additional data, you must send a fleet that contains one or more survey ships to the destination(s) of interest.
 
 
 
:Survey ships, which must be members of a fleet to perform their primary function, gather two types of information about a system and its habitable worlds—physical data and census data. The physical survey provides details on characteristics such as habitability, land cover, gravity, etc. The census data reports the size and distribution of the Dahak infestation. Multiple survey ships at the same system will work together to complete their work at an accelerated pace.
 
 
 
:Survey data that is less than 100% complete contains errors and is not reliable. However, the closer a survey is to 100%, the less error it contains.
 
 
 
:The quality of the census survey degrades over time if all survey ships are removed from a system before the survey is complete. The accuracy of the physical survey does not degrade and may be resumed at any time.

:Once a system survey is complete, a fleet of liberator ships can be sent in to clear the entrenched Dahak foot soldiers. As would be expected, multiple ships will coordinate their actions and maximize their progress.
 
 
 
:When liberation is complete, your officers will claim the system in your name for the glory of the Emperor and the Imperium. At this point you may establish an outpost.
 
 
 
:Although the liberation process is quick and efficient, occasionally an isolated clutch of Dahak survive. Left unchecked, these alien remnants will quickly repopulate a world and overcome a fledgling settlement. The risk of such an occurrence is small, and it can easily be prevented by a single, vigilant liberator fleet.

:Once a system is free from Dahak occupation, a settlement may be established by a fleet containing at least one settlement ship. When your fleet is at the correct system, simply press the Settle button on the Fleet Manage browser.
 
 
 
:Before disembarking from your homeworld, make sure that the settlement ship(s) has a full complement of settlers on board. Settlers can be loaded during fleet creation or from the Fleet Manage browser.

Summary
